Paul Orcutt brings more than three decades of experience spanning military, government, law enforcement, and commercial canine detection operations. A United States Marine Corps veteran, Paul served during Operation Desert Storm and later in Somalia before transitioning into government contracting, where he worked as a K9 Handler and Trainer supporting classified programs for the Central Intelligence Agency (CIA). Throughout his career, he trained and certified explosive detection canine teams for operations in some of the world's most demanding environments.
As Chief Training Instructor for AMK9, Paul developed and managed the canine training program supporting the U.S. Department of State Diplomatic Security Service. Between 2013 and 2017, he led the selection, training, and certification of more than 700 explosive detection K9 teams validated through the Department of State Canine Validation Center and the U.S. Department of Defense. Paul is also certified by Auburn University as both a Vapor Wake® Handler and Trainer and managed Vapor Wake detection teams protecting major national special security events and VIP operations throughout the United States.
As a founding executive of Global K9 Protection Group, Global K9 Solutions, and Global View, Paul served as Chief Operating Officer and Vice President of Canine Training. He directed canine selection, operational deployment, handler development, and explosive detection training while overseeing one of the industry's largest TSA Third-Party Canine (3PK9) explosive detection programs supporting commercial air cargo. His expertise extends into canine olfaction science through research conducted alongside U.S. government agencies and leading universities, providing exceptional depth in explosive detection, odor theory, canine behavior, and handler development.
Today, Paul serves as a Master Trainer and Accreditation Chairman with the UPWDA, is a graduate of the Silver and Gold levels of the NePoPo® Training System, and continues mentoring military, law enforcement, and private-sector detection teams nationwide. As Senior Advisor to Rogue K9 Solutions, Paul provides strategic guidance on integrated canine detection technology, operational standards, quality assurance, and risk mitigation strategies, helping ensure clients receive solutions built upon nationally recognized best practices.
